Job Summary:

The US Payroll Tax Professional II is responsible for the oversight and integrity of payroll tax compliance across multiple federal, state, and local jurisdictions. This role focuses on managing multiple tax IDs and ensuring the seamless transmission and reconciliation of data with ADP SmartCompliance. The ideal candidate possesses deep expertise in US tax regulations and hands-on experience with SAP HCM or SuccessFactors ECP, acting as the primary bridge between internal payroll operations and our outsourced tax partner as well as supporting the garnishment process. 

Key Responsibilities

  • Multi-Jurisdictional Tax Oversight: Manage and monitor payroll tax compliance across multiple legal entities and diverse tax IDs (FEINs, SEINs) in all 50 states and local jurisdictions.

  • ADP SmartCompliance Management: Oversee the relationship with ADP for outsourced tax filings, ensuring accurate and timely transmission of periodic, quarterly, and annual tax data.

  • Reconciliation & Auditing: Perform complex tax reconciliations between SAP payroll results and ADP reports to identify and resolve discrepancies promptly.

  • Review regulatory and cyclic tax updates from BSI Tubs and collect a test population to compare manual calculations to SAP test results.

  • Tax Setup & Maintenance: Configure and maintain tax authorities and reciprocal agreements within SAP HCM/ECP to ensure accurate withholding and reporting.

  • Agency Notice Resolution: Manage the resolution of federal, state, and local tax agency notices, working closely with ADP to respond to inquiries and mitigate penalties.

  • Quarter-End Processing: Lead the QE tax activities, including reconciliation of period to quarter, and validation of final filings submitted by the outsourced vendor.

  • Year-End Processing: Lead the year-end tax activities, including W-2/W-2c oversight, year-end adjustments, and validation of final filings submitted by the outsourced vendor.

  • Compliance & Legislative Monitoring: Stay abreast of changing US tax laws, unemployment rates, and local tax requirements to ensure the payroll system remains compliant.

  • Audit Support: Facilitate internal and external payroll tax audits, providing necessary documentation and reporting for 401(k) and statutory compliance reviews.

  • Process Improvement: Identify opportunities to streamline tax reporting workflows between SAP and ADP SmartCompliance, enhancing data integrity and efficiency.

  • Employee Support: Resolve escalated payroll tax-related inquiries from employees regarding tax distributions, W-4 settings, and year-end statements.

  • Validate garnishment documentations from government agencies, creditors/student levy or payroll deduction agreement and process garnishment request.

  • Research garnishment queries from agency and internal Accts. Payable.

  • Coordinate with Account Payable to ensure correct remittance of withheld garnishment funds by due date.

 

Qualifications

Education:

  • Bachelor’s degree in Accounting, Finance, Taxation, or a related field.

Experience:

  • 5+ years of dedicated US payroll tax experience in a multi-state environment.

  • 3+ years of hands-on experience with SAP HCM (PY) or SuccessFactors Employee Central Payroll (ECP).

  • Proven experience managing payroll tax through ADP SmartCompliance or similar outsourced tax models.

  • Expertise in managing multiple EINs and complex local tax jurisdictions.

Skills:

  • Advanced knowledge of US Federal, State, and Local payroll tax regulations.

  • Proficiency in SAP reporting and payroll tax reconciliation processes.

  • Strong analytical skills with the ability to interpret complex tax data and agency notices.

  • Advanced Excel skills (VLOOKUPs, Pivot Tables) for data reconciliation.

  • Excellent communication skills with the ability to liaise with external vendors and tax agencies.

Preferred Qualifications

  • Knowledge of the US Payroll Tax Model.

  • Familiarity with shared services models in a multinational corporation.
