The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

Senior Manager, Public Transportation:

LA28’s Senior Manager, Public Transportation will coordinate the overall development and implementation of LA28’s Transportation (TRA) projects, by managing complex collaboration across LA28’s functional areas (FA) and external partners while maintaining credibility and ensuring key milestones are met. This role will lead project management for the Games Mobility Executives and the Transportation functional area. This candidate will ensure delivery tracking for milestones across the TRA FA, ensure the provision of high level administrative support and ensure the provision of project management and eventual delivery of projects with the Games Mobility Executive (Caltrans, Metro, LA28, Metrolink, LADOT, LA Mayors Office, SCAG). This candidate should be proactive, organized, and with strong communication skills. LA28’s Senior Manager, Public Transportation will report directly to LA28’s Vice President, Transportation while working closely with the leaders across LA28’s Functional Areas.

Background and Key Responsibilities:

Project Planning and Coordination:
- Lead the support and coordination of over 120 milestones to be delivered across the Transportation team at LA28.
- Lead the development of planning strategies, risk and cost analysis supporting the delivery of milestones and overarching strategy of the transportation team
- Lead the support and development of strategies for project management of the Games Mobility Executive including supporting more than 12 subcommittees spanning 15 priority projects with project management strategy and support.
Reporting and Documentation:
- Document integrated strategies from the transportation team and leading the development and delivery of the Games Mobility and Transportation Strategy document
- Support the creation of deliverables for Transportation functional area.
- Manage the Games Mobility Executive information governance and strategic yearly planning approach
Stakeholder Engagement:
- Develop key cross functional relationships to understand wider business interdependencies and requirements for transportation team
- Support key business relationships including strategy, IOC & IPC, finance and SPMO to ensure delivery of TRA milestones
- Engage with key external transportation partners to ensure delivery of key information as required internally for examples Games Route Network delivery.
- In coordination with LA28’s Communications, External Affairs, and other Functional Areas, serve as the technical lead in the GME communications and outreach subcommittee. Lead the development, editing, and refinement of communications materials prepared for or in support of community outreach and engagement activities related to the subcommittee.
- Prepare meeting materials, agendas, minutes, and presentation decks to support the development and refinement of venue transportation plans and systems.
- Participate in meetings with key public agency partners and Federal/State agency staff to obtain funding for critical Games transportation needs related to venue transport.
- Assist in providing progress reports and updates to LA28 leadership and/or the IOC related to venue transportation.
- Conduct field reviews and participate in site testing and evaluations for specific components of venue transportation plans and systems.
Background Requirements
- A strong knowledge of transportation planning and operations, with a clear track record of successfully coordinating with multiple agencies and stakeholders to deliver complex transportation projects.
- Direct experience managing, delivering, and/or operating transportation operations and/or special event traffic management systems at the local level.
- Strong business acumen with exceptional strategic thinking and project management skills.
- Aptitude for prioritizing and planning multi-stakeholder initiatives, providing direction when needed, empowering others, and removing obstacles to get work done.
- Ability to create effective relationships, influence, and collaborate at all organizational levels and across all partner groups.
- Strong verbal and written communication skills with the ability to educate others on complex technical concepts, and to lead, facilitate, and present to large and small groups.
- Ability to gather and assess data and produce technical reports and/or slide decks.
- Proficiency in Microsoft Outlook, Excel and PowerPoint required.

Physical Requirements and Working Conditions
- Typically works in an office environment 4-5 days a week
- Occasional field activities will require walking and/or climbing stairs
- Some tasks may require participating in early morning meetings (e.g., 7:00am or earlier) and/or late afternoon meetings (e.g., 6:00pm or later). Occasionally this role will join other leaders in evening dinners and/or receptions.

Education / Training / Certifications
- A Bachelor’s degree in transportation planning or engineering, urban planning, or related field/equivalent work experience.
- 9+ years of relevant experience in transportation planning, design, construction, operations, and/or maintenance, particularly as a part of a public transportation agency capitol program and/or annual work plan, or similar field preferred.

The annual base salary range for this position is $115,000 - $130,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
